well W3C is led by Tim Berners-Lee, inventor of the World Wide Web and Director and Dr. Jeffrey Jaffe, W3C CEO. their mission is to lead the World Wide Web to its full potential by developing protocols and guidelines that ensure the long-term growth of the Web. W3C.org
the standard principals are actually made on a website called Open Stand. and they have standard princeples; 1. cooperation: Respectful cooperation between standards organizations, whereby each respects the autonomy, integrity, processes, and intellectual property rules of the others. 2. Adherence to principles: which has principles within this one, being due process, broad consensus, transparency, balance and openess. 3. collective empowerment: baisically its a mutual acceptance of how stuff is written and coded. 4. Availability: making it so one person cant own a specific style. 5. Voluntary Adoption: if someone has a new idea a new principle will be added or modified. Open Stand
validation checks to see if the HTML someone writes is up to standards and works properly and in agreement of how general HTML is written. I tried to validate my index and originally got these errors... the errors were for not closing most of my A tags, but then I fixed evrything and got this message... which means its all good in the hood.
